Scroll bar doesn't reset screen

Workflow of bug
1 - put enough content on the screen to need a scroll bar 2 - scroll to the bottom 3 - take the extra content(that forced the scroll bar to appear) off the screen.
Result The screen doesn't refresh to the top of the screen, it just removes the scroll bar. This cuts off what was at the top of the screen (as shown in the screenshot) without the scroll option to scroll to it.
