Background image fill strategy: positioning and single dimension repeats

It should be possible to specify the location of background images and whether they repeat in the x or y dimension.
background_image_fill :static|:repeat|:repeat_x|:repeat_y
background_image_x number|percentage|horizontal_alignment
background_image_y number|percentage|vertical_alignment
